Firstly, if Bosnia is discussed then an interesting fact comes to the fore which shows that Bosnia has been divided into three historical concession areas, for three different telecom operators which were not performing well. Basically the nation is split into two political regions, the Federation of Bosnia and Herzegovina (FBiH) and the Republic of Srpska. Furthermore, the Federation is divided into Bosnia and Herzegovina. The biggest telecom operator in the entire country is BH Telecom which has also got hold of the largest historical concession area viz. Bosnia. The next biggest telecom operator is Telekom Sprska which was originally responsible for the Republic of Sprska. The area of Herzegovina was being handled by the smallest of the three operators, HT Mostar.

CRA, Bosnia’s telecom regulator had issued many guidelines, which promoted more competitiveness among the three telecom operators in Bosnia and Herzegovina. It set up many plans to improve the landscape in the fixed line, as well as, the mobile sector of the country. One of the primary methods that it adopted was to slash interconnection rates and allow the three separate operators to function outside their original areas of concession. Apart from this, it has also allowed other alternative operators to function in order to promote fair play and competition between the original three incumbents. The government has also announced that the privatization of BH Telecom which has been awaited since long, won’t take place until after the general elections going to be held in October 2010. This will allow the new government to oversee the process and make sure that the government’s stake is sold at a good price since the economic recovery is gaining momentum. Of the three operators which prevail in the three parts of the nation, it is only Telekom Sprska which has been privatized. The smallest of these three, HT Mostar is owned 39.1% by T-Hrvatski Telekom which is a Croatian incumbent. However, the operator is still controlled by the state of Herzegovina.

The first IPTV player in the country is BH Telecom ever since it launched its quad-play structure. It has also dabbled in the 3G services which has gotten more broadband penetration in the country. Since the country’s wireline infrastructure is nothing to boast off, this will help in increasing the number of broadband subscribers. The research predicts that the privatization of the operators will help in getting the much needed investments into the sector which is gravely needed to develop on 3G and IPTV services.
